You can have a maximum of 3 scouts. As a starting point you should hire as many as you can afford, since every scout gives you 1 weekly chance of finding a new youth player.
Preferably you should look for 15 year-old players and maybe 16 year-olds. Forget about 17 year-olds. Remember that players cannot be promoted to your senior squad until they have been in your youth team an entire season. Besides looking at ages you should also look at what the scout has to say about each player’s potential and current abilities.
