Before you can start a youth academy you have to stop making payments into the old youth system. Until you do, you will be blocked from starting a youth academy.
Immediately after you have stopped your payments into the old youth system it should be possible to start your youth academy.
It is not recommended for new Hattrick-users to start a youth academy before being able to handle talents, coaches, a training program and the economy.
