To prevent your team from ending up in a strange formation (if, for example, you want to make a formation change using 2 substitutes and then the first does not happen because of an injury) all orders for formation changes with the same preset (minute, score, etc.) will be cancelled if one of them can't be executed.
If you change your formation to a formation your team is not experienced in during a match, you risk confusion.
Formation experience is minute based.
