All players have a certain potential in all skills. Meaning that not all players can reach Excellent in all skills. You can even have a player that can't reach Excellent at all.
Or you may have a player that has a maximum Winger potential of Weak, but with a potential to reach Excellent Playmaking. It is predestined by potential.
