If you hire a certain type of staff you will not be able to sack that type of staff for a week (7 days)
If you hire 2 doctors on Tuesday and hire 2 more on Thursday you will not be able to sack doctors until the following Thursday.
This is to prevent mass-hiring/sacking prior to and after updates in order to maximise the effect.
